As a Supervisory Human Resources Specialist, you will:
- Serve as the Director of Policy and Initiatives (P&I;) unit. P&I; has major responsibility for conceiving, initiating and directing the development of NNSA’s human resources policies, including those policies required for the NNSA Demonstration Project (DEMO) and NNSA’s Excepted Service Authority. P&I; is responsible for designing, implementing, analyzing, evaluating, and reporting on DEMO, NNSA’s pay banding and performance-based pay demonstration project.
- Develop, implement and issue policies and guidance on transitioning NNSA from Demonstration Project (DEMO) pay to an alternative pay systems in partnership with OPM.
- Analyze and evaluate human resources programs to assure human resources accountability, provides human resources advice and guidance on human resources policies, and regulations, and develops and implements methods of evaluating and measuring the results of the Human Capital Assessment and Accountability Framework (HCAAF), and the Human Capital Management Accountability Program for NNSA.
- Serve as the NNSA's pre-eminent authority on HR policy and program evaluation.
- Direct the work of federal HR Specialists and analysts and contractor support staff analysts in executing the mission and functions of the unit.

SPECIALIZED EXPERIENCE REQUIREMENTS
Specialized Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level or pay band in the Federal service, i.e. GS-14 or NQ-03/NN-04.

- Ability to manage, develop and lead staff, including teams of people comprised of matrix resources from across the agency and formed to develop strategies and goals, identify requirements, and implement project initiatives.
- Ability to communicate effectively, verbally and in writing, in order to defend, explain, and promote assigned program initiatives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
